May I use program keys?

As the topic, I have a mouse with multiple program keys. Can I use them?
What kind of key blinding I could use?

The only definitive answer can come from a support ticket.

However, others have asked and petitioned in the past and as long as you only program one button per key, it seems fine.

You can't gain an advantage over what any player could do with keys, so within that limitation it should be ok; but I'm just another player, not a GM.

You may use a programmable keyboard or mouse, but only to replace one keypress with another.

For example, we press F1 F2 F3 to activate 3 weapons, you have to press button 1, button 2, button 3. No combining key-presses.

We press CTRL-Shift-E for "drones, engage enemy", you can press button 4 for the same. Because combinations of ctrl, alt, shift, etc. are considered one key press.

You cannot use multikeys (F1, F2, F3, or "/jitachat hey people I have a contract scam please check it out") , and you cannot use time delays. You cannot use text detection, or logic (if you detect x then do y).

Per the EULA any time you make one click of a programmable mouse button press more than one button on the screen/keyboard, you have just made a Macro which are banned.
The reality is a little more complex with a few things being let slide, but anything beyond one to one is bannable if CCP decide to care about it (or have another reason to look at you and decide to use that as a reason because they can't quite prove whatever else they think you are guilty of)

As above, petition and ask is safest.
