Personally i don't think "mercs" are ideal in the first place. At least not the high sec sort, because they are not actually mercs but gankers and, as you mentioned, won't take any job that is not totally one sided. In that case however, a fortizar doesn't matter either.

If i was to setup a highsec market hub i would secure the support of a major alliance, that could just numberstomp whatever 'mercs' show up in highsec. It should be quite feasable, since the vulnerability timer isn't that bad. If you cough up enough ISK that should be easy enough, and again, since it is not exactly "war dec defense" but basically showing up for a single timer (that matters) - again doable.

Edit: Added to that point you would want people who have actually some fleet experience and experience with defending structures. You don't need people who camp jita undock and perimeter gate, i suppose that is usefull for something else.

You see that I mentioned before that I would/could contract mercs for structure attacks, but for defence of structures where I have my own interests I I have other arrangement Smile

But if you are not already in an alliance, I would not trust an alliance to come and defend your structure, ISK ready or not. An alliance leadership's priority is always its own alliance and its own structures/sov systems and its own members, and it is rightly so. If you have good relationships with some people, surely they'll do their best to help you. But I don't think any alliance leadership would abandon their own crucial strat op for sov defence to 'help a friend' in HS, if, unfortunately, such things conflicted in schedule & resources.

EC & C, from what I've gathered, do have some/obvious differences. In principle you may be right, that this is not a make or break deal, but more to do with what extra you need (to prepare or to pay or whatever). But in practice, difference in cost or other requirements CAN be a make or break thing. I mean very simply put, a fight can be won or lost on very small margins that tip the scale, and end up with one side losing heavily while the other side winning with a few loss. But what tip the balance towards the winning side's favour, could be just presence of a few extra Logis/Ewars, or a very good call from an FC, or some small but fine tactical maneuver, etc.

If you are thinking of overwhelming or extreme scenarios, then yes, maybe these differences don't play much a role. But in a tight contest, small difference can lead to a land slide win or loss.

And on the practical issue of budgeting, the cost difference for attacking Azbel vs. Fortizar is pretty significant. It may not sound significant when you talk about a few bil more here and there, but when you put it in to numbers, as in with the same cost it takes to attack XX number of Fortizars you can remove OO number of fortizars, where the difference in numbers is in double digits, that is not insignificant.

So well, variables. :p
