Looks like a bare bones rorqual pilot not able to actually use most of the things you'd want to use on it.
PANIC, T2 mining bursts, any shield skills, Drones, Industrial core, Clone bay, all of these things seem to be missing.
I'd estimate it at 6-8b but my estimation tools seem to be broken.
