Nennamalia, like the rest of Black Rise, was colonized by the megacorporations of the Patriot Bloc. The colonization and development of Ishaga, if I recall correctly, was funded largely by Wiyrkomi. I believe the Galnet tool you linked to track the occupation of the system only goes back to when CONCORD put into action the EMWPA. The Gallente had already invaded well before that.

Have you perhaps considered the possibility that the endless proxy wars are what give us a sour taste of our home nations? The fact that they show absolutely no progress in stopping after years of endless profiteering from the blood of millions with the lives of billions hanging in the balance, all as if it's some sort of business strategy or game. That doesn't bother you enough to say "**** this entire model of society"? Well it does for us, and that's why you're seeing the pattern you're seeing. For those pilots who are unaware, Ms. Hanaya is noted as flying almost exclusively as a combat link pilot in the Black Rise Theater, interestingly often in areas where Diana Kim is active. She also, curiously enough, comes to Diana Kim's defense with surprising frequency on these forums.

The assumption, naturally, is that she's Kim's dedicated fleet command support, and that her pretenses of independence of thought and action are simply pretense.
