WTB - a character with CLEAN employment history just 1 or 2 max corps joined. Cool or okay name and can do Gallente FW (has the standing)

Looking to spend 15bil max (max meaning not offer, but upto) give me your best offers and let me know if negotiable or not.

SP spread out is okay but generally this character will be used for PvP so a focus on that will be a big plus.
