Can POCOs actually be 'player-owned'?

I did put some effort into trying to find this out before posting here. Originally, when these things first came out, they could only be corporate owned. However, I know some changes to game mechanics were made since then, and I couldn't find a 'latest greatest' definitive answer on it.

Can these things actually be owned by a 'player' (e.g. someone not in a corp, and not owning or using a corp)? And and when I say 'owned' I mean no tricks or gimmicks, i.e. can a player buy the thing, haul it out to some planet, stock it with whatever it needs, turn it on, etc?

I'd like the answer to be 'yes.' However if the answer is 'no,' I'd suggest calling these things COCOs (corporate owned customs offices) rather than POCOs. Would eliminate some confusion if nothing else.

No. Start a corp and anchor your POCO.

No they have to be owned by a player corp.

That way if they are in Hi-Sec you can be war decced and have them destroyed.

The CSM gets in the way of CCP communicating properly with the players of this game.

After all we are not just players, we are customers.

Time for the CSM to be disbanded.

Well that brings up another interesting question. Say you wanted to destroy one as a lone player. Can you war dec a corp as a lone player? If not, can you just attack one of these things as a lone player without war deccing? Just curious is all.

No you need to be the CEO of a corp to war dec, where as if you just attack one in Hi-sec concord will splat you for being naughty. Of course in lo, null and wormholes you can just attack them.

No, but it's so easy for you to make a 1 man corp (like couple mil ISK) that there's no need for any changes. If you want a POCO or to remove someone elses, make a corp.
