anyone pc savy give me some advise?

im not a rich man but i recently decided to splash out on a new pc with the express reason of playing eve on it my old laptop struggles badly so i purchased the most expensive one i could afford still not much but better stats than the old laptop by a long way,
however it wont run eve the launcher launches and i select my character and nothing usually it just sits there for a bit black screened and then becomes unresponsive, occasionally it works but other ships appear without textures ie just black hulls no detail or buttons dont appear on screen or some modules do nothing when clicked obv i have a problem i have tried the obvious reinstall checked all my drivers and no joy so am i flogging a dead horse does my new desktop even have the ability to run eve i have copied my system set up below can someone who is computer literate please tell me if this thing is man enough to do what i want?
Intel Core2 Q9550 2.83GHz @ 2.8 GHz
MMX SSE SSE2 SSE3
15GB System RAM
AMD Radeon R5 200 Series

any help would be great im running windows 7 with direct x 11

My old computer was worse than that, and it could still run EVE.

When you install EVE the launcher have to download a lot of stuff and it appears gradually. You have to be patient for few days playing. But after that the game should be more responsive and downloading stuff should be only occasional. If this is not the issue you are describing and it is all without change, then I dont know. Maybe try disabling some additional programs that interfere with graphic drivers if you are running them. Older graphic drivers maybe?

While selecting every detail in Esc > graphics menu as lowest as possible - and you can do that before you select the character - it sounds like you have issues with the resources you havent downloaded yet.

I tried to write about the needs and the solutions but honestly i am not knowledgeble enough about the topic to be the one giving advices.

Ok so i had another go last night and it started downloading more stuff so hopefully that is the problem at least there is some hopelol
