Refining skills nerfed

Did I miss something, or did refining skills get nerfed a bit? I am no longer at 100% where I was before. It isn't standing either. Anybody else?

My alt has both refining and refinery efficiency at 5 and gets a 99.5% efficiency when melting junk modules in high sec at a corp she has over 8 standing with (over 6.66 is needed for zero mineral taxes). I've only had refinery efficiency V for a week or so, so I have no idea if this would've been 100% in the past.

You need scrap heap processing for 100% and it won't show 100% anyway.

I did a market search for 'scrap heap' and came up empty. I have no idea what you are talking about.

Edit: Ah, you are talking about Scrapmetal Processing. This requires Metallurgy V, which I can justify eventually putting on my alt since I'm probably going to make her a manufacturing toon as well. This would be hard to justify for my main, however, even though I plan to put refinery efficiency V on him someday in case he has to melt junk modules or drone goo while living in nullsec. Ironically, he would be the one to get more benefit out of this skill in that situation.

If you want max refine at lesser skill training time, you can plug in Hardwiring - Zainou 'Beancounter' H50 or H60 implant, this will give you max refine without having to train for scrapmetal processing and metallurgy.

All you need is a station with 50% refine and Level 5 Refining and Refining Efficiency and the implant.

Don't look at the refining percentage.

Look at the "waste" column. If that says anything except 0 (zero) then either CCP changed something or else you're in a 30% or other sub par station. Or else you're trying t refine something for which you may not be skilled enough yet, such as high-end ore, scrap metal, or ice.
