A Tengu for all Wormholes

Hey all,

So some quick background. I live with a small corp in a C1. I have 3 toons. One is all Gallente (for WH duty he gets relegated to 'scout' and someday fleet booster). The other 2 fly solid T2 drakes.

In about 10 days both will be able to fly solid Tengu's I have been looking at Battleclinic and EFT but I am finding T3 fitting challenging so far. So many options with the various subsystems. So I figured I'd ask for help. Here is what I am after.

I am hopefully looking for a setup that can do well from C1-C4. I do have some things to go along with this.

1. I almost always triple box when running sites. 2 drakes and covert ops scout.
2. When I run neighboring WH's I also always have a covert ops scout. So fits don't necessarily have to use cloaks and probes.
3. It may make more sense to stick with drakes for C1's as Tengu's may be overkill. If that is the case that is fine.
4. I would like to be able to do C1-C3. For C4's I know dual Tengu's may be pushing it. C4's I'd be happy clearing the spawns from gravs and Ladars (and then collecting the gas).
5. I don't mind manipulating fits, keeping in mind that you cannot switch subsystems at a POS. I already do that with my drakes, removing some tank and adding webs etc for C1's
6. Since I always run dual DPS, if RR setups make more sense that is fine too.

I usually run what is in our C1, but when we get random neighbors I like to run those as well.
