First, is it targeted or non-targeted?

Second, can you ship scan someone while cloaked?

You need to have a ship targeted to activate a ship scanner. You cannot target while cloaked. You may be able to target, activate, cloak, and then receive a result.

You can't activate modules such as the ship scanner while cloaked.

The ship scanner takes about 5s to cycle, which is well inside the 15 second window between decloaking and recloaking in a covops frigate.

Thus you must be uncloaked to activate the scanner, and you will remain decloaked for the entire scanning cycle.

A better option is to have a neutral alt fitted with a ship scanner and passive targeter do the ship scanning.
