Are Targets invulnerable when they undock?

I'm currently in WH space and theres an Astrahus and I was wondering if someone undocks can I immediately lock on them and shoot them? Because sometimes it will say they're invulnerable sometimes.

Upon undocking from any station a person is invulnerable for 30 seconds or until they perform an action (stopping the ship does not count)... whichever comes first.

On a Citadel as soon as you undock then you will be 'tethered' to the structure. While you are tethered then you are invulnerable until you do something to break the tether (usually initiating warp). It is possible to bump someone out of tether range but I believe this will be fixed by CCP at some point.

You should note that on a Citadel just targeting someone breaks your tether and will prevent you from docking (as opposed to incurring an aggression timer which prevents you docking in a station).
