Faction weapons. Time to make it usefull.

Faction Ammo is in no way restricted, FYI. No exceptions that I am aware of.

People use Faction for other modules because tank modules offer a more significant benefit, as do anything with a stacking penalty where stacking multiple modules with a higher base value ends up with a significantly higher total value. Also for comparison the difference between an Adaptive Invulnerability Field 2 and a Caldari Navy AIF is 30% vs 37.5%, or a 25% increase between the T2 and Faction modules, as well as being an improvement in fitting requirements.

That is a significant boost compared to the T2 and Faction LMLs, though it's worth noting that the gap becomes more comparable if you don't have the T2 gunnery skills providing an extra 10% DPS.

Similarly faction mods that are used for PG or CPU reasons are largely a binary thing, people to this day use Faction Guns on some very tight Frigate fits, because the options are "use the faction stuff" and "find another fit". In that respect you can't really compare to Faction Modules that are largely used for performance reasons.

As far as T1 vs T2 ammo goes there are actually plenty of other reasons to use Faction over T2. T2 ammo tends to be specialized, either for a target profile in the case of missiles or for a range in the case of guns, generally extremely long or short ranges inside or outside the normal range/damage trade off profiles. If you're between those extremes it's generally more desirable to use Faction over T2 ammo even discounting the tracking issue most short-range T2 ammo has.

Based on this reddit post it already seems that CCP are planning on adding the ability to use T2 ammo to Faction weapons at a later date, I would assume after they've run them all through the tiericide rebalancing.
