Summary: Provide ability of alliances, corps, and individuals to bid isk on various sized NPC corp contracts for delivering ships and ammo (or other NPC goods) to NPC corps (mineral sink).

Details:

Similar to how (forgive bad RL reference) corporations at least in the US will subcontract production of some components to other companies, provide an ability for NPC corps to do the same thing.

For example: An individual in an NPC corp is able to bid on a contract to build 1000 units of EMP S ammo within 1 week for the bid cost and a small standings increase with the NPC corp if successful.

Individuals would only be able to bid on individual sized contracts if they are in NPC corps and have positive standings with the NPC corp.

Corporations would be able to bid on slightly bigger corporation sized contracts if they have positive standings with the NPC corp. Perhaps also have bigger contracts that require higher standings.

Alliance sized contracts would only be available if the alliance holds no sovereignty and has positive standings with the NPC corp. Again with larger contracts available for higher standings.

There would be a limited number of contracts per NPC corp per system per day/week. The NPC corp would post the contracts for the day/week and open up bidding for at least 24 hours to bids to come in. The bids would need to be anonymous to prevent market botting and unreasonable bids (too high/too low) would need to be removed as well.

Also, the contract could provide an opportunity for conflict by allowing a corporation to war dec another corp for the right to fulfil the contract. Restrict the ability to wardec a corp on this that both corps have to have the standings to accept the contract.

There would be more details to work out but thoughts about this general framework?
