After listening to Seagull's dev update ( and a quick scan off the CSM notes ) this is how I think it's going to break down.

The industrial array bonuses will be tied into rigs and fuel consumption just like Citadels at the moment so:

Citadels : Combat Rig Bonuses & Citadel Service fuel reduction

Industrial Arrays : Industrial Riggs & Industrial Service fuel reduction

Not sure if they'll also get a bonus to reprocessing rigs ... unlikely though given the recent reprocessing boost.

Still not sure of the future of the Astrahus especially in Hi-Sec though. Sure it can fit industrial modules but they cost more to run, and looses out on the industry rig bonuses. They could possibly have a niche as more defensive reprocessing array.

Still my Clone Bay only uses 8 blocks an hour instead of 10! ... Whoop!!

Also as an idea how about an Agent Citadel Service Module where you can rent corporation agents based on location and system security status ?

Industrial Array/Engineering complexes or what ever there called asset safety was alluded to in the CSM notes.

currently the drilling platforms bonus is built into the reprocessing rigs they will be nerffed once they come out
