Launcher updating extremely slowly

I've had this problem since last few patches, the launcher is downloading files at extremely low speed, it takes a couple of minutes to reach 1%. Few days ago restarting the launcher seemed to solve the problem, but today that didn't work. I don't have a slow internet connection otherwise. What could cause this issue?

Edit: Not knowing what else I could do, I restarted my computer and after that, the launcher was downloading at normal speed.

Workarounds are not bugfixes.
