Just an update:

He has now decided to rage-quit his corp (consisting of him and an alt, plus me) and granted me CEO. Other than a free war-dec corp, he has now given me access to see exactly where he is, all the time. Right now, he's logged off in Amarr. So anyone who wants to kill this guy when he logs in and get more tears, mail me in game. Offer goes until 4am, or until he pays me 50mil (1/3 of his assets).

After looking at the (non Api) kill I see it is not in fact a velator kill. Still pretty meaningless without a story. C'mon mate.
