I understand that this "https://public-crest.Eveonline.com" was replaced with this https://crest-tq.Eveonline.com earlier this year.

Until a few days ago this usage https://public-crest.Eveonline.com continued to work, presumably via the 301?

Did something else change on the API side to cause this to now fail?

I know the correct fix is to change the references but I'm working with another developer's code and it's unclear how I'll need to do that.

One would hope this would be a configuration parameter or a static constant in the code.

It uses 301 redirect yes. To change it from the other dev's code you should only just have to change the url from the old one to the new one.
