I do not expect to survive any PVP encounter I'm just trying to find a decent cheap fit it gives me a small chance of getting away

all I care about is doing data and Relic sites

I do not have level 5 drones that's why I highly believe I'm not going to survive an encounter in PvP

If you're really not looking for a fight then you want warp core stabs x3 and then the other slots filled with inertia stabs for faster align.

Dual prop which means mwd and ab in case the dude does manage to get a scram on, you night have a chance to slingshot out if it.

2x Warp core stabs
2x T2 nanos

relic analyzer
data analyzer
(faction) mwd
pinpointing/rangefinding upgrade OR cargo scanner

Covops cloak
sisters core launcher

T1 agility rig
T2 scanner strenght rig

24 sisters probes
full flight of ecm drones

Basically uncatchable for 99% of ships.
Sub-2s align, 3.5km/s. A mwd pulse nets you 35-40km so escaping bubbles is easy.

Just scan down all sigs (avoid systems with HS holes), recall your probes, drop a can at 0km on site and orbit cans at 2.5-4km.
Watch dscan for probes, disable cycling on MWD and unless there's someone REALLY dedicated to kill you you're fine. I think Astero is MUCH better for WH/null exploration than Cov-ops frigs. It's much more agile, faster, can use full flight of ECM drones. Also, you're much less likely to get ganked by other Asteros or Bombers as it's far riskier to engage.
Many exploring Asteros run dual rep (small and ancillary), scram and full flight of T2 drones, so they mop up bombers with ease.

The only required skill is cloaking IV.

Scanning skills (Astrometrics, rangefinding, pinpointing and aquisition) for faster searching, archeology/hacking for effortless scans.
Navigation skills for gank/camp resistance, the most important are Evasive Maneuvers and Spaceshit Command.

The main advantage of an Astero is its drones, and its tank, making it capable of some PvP against your fellow explorer.

If you don't have drones V, and don't intend to do... or survive... any PvP, you may want to look for a cheaper option than the Astero. For a third of the price of the Astero you can buy and fit a covert ops frigate (for example a Helios) which has equivalent (or better, I'd have to look up the specifics) hacking skills and is equally likely to escape unwanted PvP.

For a tiny fraction of the price of your Astero you could fit any T1 frigate (for example an Imicus). While these cannot warp cloaked, you can fit a regular cloak and cloak up in a safe spot while you do your scanning. While hacking, both ships are uncloaked anyways so the risk of getting caught there remains the same.

I'm working for a covert op ship right now but tell then I'm going to continue using what I have

so many times my life has been saved by the cloaking device

it's nice to know what I'm warping into and having complete control over the situation

and how I have my ship setup I warp faster than my capsule

I was able to come up with a cheap fit but even for a cheap fit its 100 million

that's why I cannot wait for my Tech 2 frigate I can shave off 80 million in cost

The sisters ships are all swiss army knives, you can fit them to do pretty much anything so fits really come down to what you want to do.
In general with eve you want to focus a ship into a small, specific set of things you'd like to do. My personal Astero is purely for scanning, tackling and pvp so that's what it's focused into. I run dual prop with an SAAR. Others in my corp have dual scram ones, hacking ones, dual rep ones etc. It really comes down to what you want it to do and how you personally like to fly.

Covops are so much easier to kill than Astero.
Align, max speed, tank, lack of ECM drones...
It's very common for me to carry around loot worth 600m or more, so using much expensive yet much safer hull is preferred

Why webs for null Astero?
Also, single nano and T1 agi rig is enough to get sub-2s warp.
