It is intentional and has been since 2007. CCP Guard wrote this blog on the topic of RMT / ISK buying. Note the last section that says:

I read that as 'we are pissed off and can't be assed', not good PR IMO but pretty much what you'd expect from CCP.

If somebody wants to "buy" ISK all they need to do is pick up a PLEX and sell it in-game. There is no need to support the RMT industry. So yeah, bad PR?

No, a just punishment for those that break the rules when they have a viable alternative.

only reason OP didn't get banned for RMT was because the GM felt like being nice. It's explicitly stated in the EULA that illegally RMT'ed ISK will be removed from the player's wallet, and/or they will be permabanned.

Not last time it happened to me. I had an alt go negative once because I got popped flying contraband and the fine was far greater than what I had in my wallet. I was also webbed to zero and scrammed by the customs agent and 'stuck' until a GM released me because I couldn't pay the fine. I was told 'good luck, kill rats to get out of the hole'. Not being able to sell due to a negative balance is apparently part of the design.

Maybe things are different now...

Hmmm it would seem being -2bil in debt is going to be nearly impossible to get out of...

The only bonus is my account is active for the next 4 months...

I am glad I never got banned but I mean this is pretty much exactly the same.

I wonder if I could still play, train skills, join a corp to get ships and ammo through the hangar and just never bother to get back into positive isk.

Amass the nessicery money then bail character one out with character two, however by that time you won;t care about character one.

They should just outright ban the account instead of a stupid constructive ban, it would sit well with the general community as well as getting rid of the ISK buyers.

Borrow a bit of ISK from a friend? Of course, most people won't loan out their ISK, so this might not be very likely to work for you...

Selling requires you to pay taxes and brokerage fees — something you can't do if you have no money (or, negative money).

1.) Buy a GTC or PLEX with RL money (eighter use CCP, Eve-codes[dot]com or Shatteredcrystal[dot]com)
2.) Sell the PLEX (or 2 PLEX if you used GTC) on the Timecode Bazaar.
3.) Repeat if you are still in debt.

On the neg. wallet:

Good job CCP. I'm totally against petitioning and then get that deuce his wallet back to 0 for 1 reason only.
The OP should have used the proper way to make ISK if he wanted more (buying GTC / PLEX from official websites).

By using RMT he knew he was violating the EULA and he took the risk and lost.
So no need to help him out, it was all his own choice and he should live with the consequences.

Helping him out would be like giving a bank robber the money he stole back after he served his jail time. Punishments are there for a reason, to let people know they did the wrong thing and to make sure they will NEVER do that again.
