Providence as hunting grounds.

With newest dev blog, about November changes in fleet boost mechanics, and largest change in forcing Rorqual's to immobilize at ore belt's.
And Providence being one of main mineral source, where common thing is that ore clusters respown as mined out, rather than timed out like in most of null space, and so many miners there, with Rorqual's in so many systems.
Don't you think, that after that change comes live, there will be so many easy billions worth of killmails, just waiting to pick take them?
That place were always annoying, being open on new players, with there policy to shoot only people with bad standings, and allow neutrals to fly all over place, like heresy is it.
So it would be good time to start preparing alts in one man corporations, who can light a cyno or just tackle those juicy whales, while they can't do anything, and just die with fireworks.

Do others also see such possibilities like I do? Or what are your views on those changes, where can those pesky miners be harassed the most, as we don't need minerals at all, and highsec bots can bring enough supply so that battleships won't cost more than single Plex.

You don't need a 2 billion ISK Rorqual to boost a mining fleet. Any T1 battlecruiser can do the job - albeit not as well. I doubt you'll see Rorquals on grid unless it is a scheduled fleet with defensive gate camps and probably a cyno jammer.

Permanent AFK boosts are going away - and that means you can't simply login whenever you want, join the fleet and get a boost. This will frustrate miners but lower yields will result in higher prices so it doesn't make much difference in the long run.

The bot will just warp the booster away with the mining ships

who needs to warp? Emergency cyno -> jump out - doesn't even take time to align.

The dead swans lay in the stagnant pool. They lay. They rotted. They turned Around occasionally. Bits of flesh dropped off them from Time to time. And sank into the pool's mire. They also smelt a great deal.
