Have anybody played the new space structure----orbital customs?

This patch provided a new player constructable customs.

I want to know if I can construct it in hight security solar system?

As far as i'm aware you cannot, as you would first be required to blow up the existing NPC customs offices, which i don't think the NPC corporation will appreciate.
