Russians ddos everything. Heck they've started having renters in nullsec pay in real cash, they don't care.

Yeah PL and russians are major DDOSers, they dossed eve news a while back and probly still continue to do it a fair bit even now, they also sometimes even ddos teamspeak just to get an advantage.
