My corp pays CONCORD a bribe (aka a WarDec) to look the other way so we can attack your corp.
You want to rebribe CONCORD to cancel my corps WarDec.
So I just rebribe them back.
What you are asking for is a bidding war for WarDecs.
What happens when your corp runs out of isk?
How does this help anyone except the largest, richest corps?

I know this has been done, one indy corp want the belts and station in a system that another indy corp holds. War dec to get the system
Its not only just "PVP" oriented corps, a lot of the times it is indeed Isk related. -1
