Account billing for character transfer not working?

So no matter what payment type I choose to go by (paypal, card, or plex) when I actually hit the button to pay / go to the paypal site or turn in plex, it says something along the lines of "can not authorize blah blah blah".

So can anyone else try to do a character transfer to one of their alts ? I don't mean actually confirming the payment, I just mean like trying to get to the paypal login to see if you get the same error or not.

I'm getting the one where i don't have any money in any bank account or credit card i own. I have no idea.

Bump! same issue, the person Im buying a character from is getting the same message, and for some reason, all the sudden its declining my plex orders, on both my alts. I think something is terribly wrong.

I am also having the same problem. I hope this can be fixed as soon as possible. Also I have already sent in a petition.

Same. Trying to transfer a character using the PayPal option, just get the error message :

"We were unable to authorize your payment at this time. Please ensure you have sufficient funds and/or contact your bank/card issuer for further information."

What bank card? What funds. It's PAYPAL.

Update:

My issue was due to the other party already being in the middle of a character transfer. At this point it's not an issue with the system itself, but with the error handling messages.
