Hopefully its just a coincidence but I have a concern.

To whom do we talk to about possible people flying for two teams?

I recommend a support ticket. Mark it for CCP and mention the AT in the title and CCP logibro will likely deal with it.

Yes if you have evidence of rule-breaking behavior please send in a support ticket that clearly mentions the alliance tournament.
