So I started the decommissioning process on my Astruhus about a week ago. I think. I'm sitting outside and wondering when it's going to turn into a can that anyone can loot (if that's what it does) and really, really hoping that there's some sort of timer that I'm overlooking... is there?

I must admit I've not done it myself - yet.....

But it's supposed to take exactly 7 days - and I thought there was a timer (that everyone could see, even, but perhaps not).

Have you looked in your Structure Browser?

I checked the structure browser but I didn't see any kind of timer, although I certainly could have missed it. When I went to the citadel before it went down there wasn't a visible countdown that I saw, the only way I knew it was going down sometime that day was that I happened to have sold some stuff after starting the decommission. I came back later and it was ready to be scooped, presumably by anyone, so if there isn't a timer feature in there I definitely think there should be one.
