"Warp to zero" not warping to zero

Ship comes out of warp at random distance, even over 200km, skills maxed, cap full. Used to happen once a while, now it's more and more frequent. It happens on two of my accounts, I also noticed it happening to other people too.

Is that a bug or intended behavior?
