Non-compete agreement between mercs. Is that a thing?

Say I hire a merc to remove a citadel but the owner of said citadel has hired a different merc corp as protection. Would that hinder my job getting done? Is there a general non-compete agreement between the major merc groups out there?

Depends who it is and how much you can offer.

It helps if there is much drama between said mercs.

Marmite is especially good at this.....Bear

Everything in EVE is a trap.

And if it isn't, it's your job to make it a trap...:)

Pretty much that.

Like you'd be hard pressed to have Marmite fight Public Enemy,

But if you wanted Marmite to fight Complaints Dept it be a lot easier.

Finding mercs to shoot other mercs is certainly possible. Depending on the group you might have to shop around a little more, but there's no group that you can't find someone to go after.
