After jumping through a gate you hear an alien-like mumbling/talking/radio sound and I'm wondering how I can turn it down.

Can't seem to find an advanced audio setting that turns it down, and if I turn down World Sounds it turns down everything.

Even in space everyone's an A-hole.

Sometimes it's like that. World Sounds covers a lot of sounds, and you can't expect CCP to put a slider in for every little sound bit.

I think that's the incursion sounds your are hearing. I only get that background sound when I'm in a system with an active incursion. Look to see if there's an incursion flag, or if sleepers are in the system.

I don't know if there is a specific sound you can turn down for that.
