Transferring ownership citadel

If you live in a WH and are under war deck can you still transfer ownership on a citadel? All i have seen is you cant if you are in Hi Sec? nothing for WH?? any help is appreciated

No you can't. The location of the structure doesn't change the transfer mechanics.
