3 hour Courier contracts

Here's my suggestion. Courier contracts with a three-hour complete time deadline. I feel this would be good for everyone involved. Haulers could earn higher rewards for express contract. Shippers would get their goods delivered quicker. Scammers wouldn't have to wait around all day to try to kill a gank contract.
