The supers was only for testing the new Capital changes, as that is now completed there is no need for them to issue injectors and supers to testing pilots.

Only way to obtain one on Singularity is back to normal - make a corp and join the testing alliance or make your own alliance and set up the stuff needed.

Or ask someone if they have one to sell on there.
