If for example I have a "Zainou 'Beancounter' Science SC-805 in my 2nd jc and set a blueprint copying using the implants 5% time modifier, can I then jump back to my main clone and still benefit from the time reduction? or does it work similar to skills where by what you have in your active clone affects the state of learning?

Job time is calculated at install, so jumping out of the beancounter clone after installing will still give you the full effect.
