You can also target the MTU to see it's shields dropping. Chances are pretty good he was shooting it to try and egg you into retaliating. You took the correct action of ignoring his antics. If you had a stasis grappler though, you likely could have ruined his day.

As Ralph said, if he'd actually been shooting you, you'd have known for sure. A Hecate would strain your tank more than that description indicates.
