When I'm cloaked do other people in local see my name on the list of people? Also, if I send a message in local while cloaked does this in anyway give away my location?

Cloak only affects your ship, so you'll still show up in local channel. Vice versa, talking does not uncloak you or give out location info. It might alert people to your presence ofcourse, not everyone pays attention to local.

Cloaking in no way interacts with the local channel:

In K-space you always show up in local, even if you don't speak or are cloaked. Talking in local doesn't reveal your position.

In W-space you will only show up in local if you talk at all. In there people can only find you using probers and d-scan if you are not cloaked, if you are cloaked and don't speak in local in W-space nobody will ever know you are there, keep in mind this also works the other way around.
