Are there public fleets to get my PVP feet wet with?

Yes.

Redemption Road, Spectre Fleet, RVB Ganked (not sure if the last one is public) are the immediate ones that spring to mind but there's usually a few other less well known fleets out.

Redeption Road I have personal experience fighting with and against and I can highly recommend to PVP beginners as they are a good patient bunch and explain a lot.

Although, if you're looking for public fleets AND newbie-training fleets, that may be tough. The established fleets mentioned above may be looking for experienced pilots that aren't going to ruin the ops they undertake, so if you don't have any luck / if they don't accept you, switch tactics and join a private newbie-training corp. such as the Pandemic Horde or the Karmafleet or RvB or whatever, until you get some experience.

We in the Bombers Bar are very newbro friendly. Well all the FCs apart from me are, but I don't run any fleets anyway.

CAS Combat Guild runs larger public fleets every month or two and smaller informal roams almost daily.

Ask in CAS corp chat or just join in-game chat channel for CAS COMBAT GUILD for more into.

Add The Magic School Bus to the list.

Not sure about them but Brave Newbies Inc. used to run public fleets.
