In space module locations and notifications that won't clear

I haven't found this particular problem on the forums. This is happening on both of my accounts since the Citadel upgrade. Upon first undocking in any new session, the ship modules are never in the same location that I placed them in in the previous session. Also, all old notifications keep reappearing at the start of any new session. I can't get them permanently cleared no matter what. The notification options are always reset at the start of a session. Now I'm up to 60+ notifications that I can never clear. Annoying. Sad
