Your assumption that an increase of strength is preempting an attack is a foolish one. Borne of an impatient and naïve understanding of the ebb and flow of military strength.

It is simply the next logical step. Just as the Federation taking action against them was. But I suppose you will take credit for the idea when the Serpentis resume their normal attacks on their enemies just as you took credit for the idea of the Federation policing the Serpentis.

While I am not in a position to participate, I would fully support a capsuleer police force because capsuleers are far better at policing New Eden than CONCORD.
