Issues, Workarounds & Localization

Well, I am at a loss so I am opening up to the general forum. After the patch from last week, I have not been able to use the "new" launcher at all. Every time I open it on Windows 10, the cursor spins, then stops, then spins again, and the launcher does not start. Investigating in the eve launcher folder, the crash information gets generated, and a dump file create. Steps I have taken in an attempt to resolve the issue. Removal of the launcher, reinstallation of the launcher by itself (BTW no longer possible with the new installer system, please fix CCP), removal of data under the /local/app area of EvE, and finally deletion and reinstallation of the entire EvE directory. The launcher after all of this still fails to start. Filed a ticket on the 23rd of May. Got the we have received your request, then I got the we are ignoring your request, look it up on the website unless you respond today. Looked it up, still no issues. That leaves me with opening it up to the forums and hopefully someone has the answer. How do I get the new launcher to work? Also note, I can load the old launcher using the Windows XP version of the client and run that successfully from the EvE directory and the game plays successfully, so this is something specific to the launcher itself.
