ASUS Rog Desktop - Low Download Speeds

I recently picked up an ASUS Rog Dekstop with dual displays to play EVE in my office.

Since it came out of the box, the internet has been really slow and choppy.
I'm downloading Black Desert and it starts at 45mb/s and slowly falls over a few minutes to 13, then lower and lower.

I've uninstalled McAfee, ran an integrity test with clean results.
Run though various hoops ASUS support had me try but those guys are really clueless. Ive updated the driver for the Realtek nic card. Uninstalled the Nic card from device manager to let it rediscover it and then update it.

I saw something online about ASUS iControl but I dont think this computer has it.

I'm really at a loss. Something tells me if I just throw Windows 7 on this thing instead of Windows 10 it will be fine but I'd like to get this resolved somehow if anyone can help.
