How do we gain the ability to enter the test server?

If you use the new launcher you should be able to select "Singularity" in the top right corner before you press "play" or something like that.

Your char was around as the last mirror was done? If no... you probably have to wait for the next mirror.

There is a chance that my infos our outdated.
