Crackling audio - Windows 7 Professional 64-bit

I get a constant, annoying crackling/buzzing sound from my speakers only in EVE. This only started happening recently as well. Every other game I have is perfectly fine. It is extremely noticeable when I have my in-game music off. I've verified the shared cache and it was fine. It doesn't matter if I launch the client through Steam or via the native launcher, the crackling/buzzing noise is still there.
