ESS on top of a Citadel

An Encounter Surveillance System (ESS) has a few anchor restrictions: It cannot be anchored within 500km of a POS and cannot be anchored within 15000km of a stargate or station.
After last patch which added Citadels to the game this list did not get any update which enables people to anchor their Encounter Surveillance System right on top of a Citadel which makes it near impossible to destroy or loot for hostile pilots as the Citadel will defend it by shooting, jamming, pointing, etc.
It also has a warp disruption bubble around it which will pull you very close or inside the Citadel model when you warp to it and then either bounce you off or make it very hard to warp off before the Citadel starts shooting.

I think this is very overpowered and is not working as intended.
