NPC don't attack drone ships (or drones) in anomaly in Angel Space

I'm not sure if this is only tied to drone ships but I've seen it happening across multiple characters. Currently in a Forsaken Rally, you see between 4-7 ships that only yellow-box you but don't shoot the ship or the drones, hence they don't get automatically attacked.

It's not a bad mechanic if it's used to counter afk-ratting, I just wasn't sure if it was intended or not and whether it's only tied to the Angel anoms. The bright side is that it lowers the dps that a wave throws at you. I'm currently not using any ewar modules to draw aggro...

I can provide more details if this needs to be reproduced, since I've seen it happen on every single anom across multiple days.

They sure attack my rattlesnake in wicked creek. some of the rats only yellow box you till they get in range.
