Science 5
Laboratory operation 5
Advance Laboratory Operation 4
Anchoring 5
Starbase Defence Management 4
Production Efficiency 4/5
Mass Production 5
Advance Mass Production 4

Able to go to 4-4.5 bil if its also got some RnD skils & Agents or is a bomber pilot.
