I have read that Angels should be dealt with using Explosive damage, so I switched my ammo to Devastator CMs, and even switched drones to Valks as they are expl. as well. I fly in to finish the Gist BS's off and bang away forever but their shields just keep regening and I'm getting no where. I have read 2 diff setups to have but am at a loss.

Since it seems you're using mainly T1 mods and are in a stock Raven and still fairly young I'm gonna assume your missile support skills aren't too good yet. Get those up, that should help quite well.

I'm assuming that you're flying a Raven?

As others have pointed out, your current fitting is hobbling your DPS. Try applying Raven a la Liang. If you have the ISK, upgrade to a CNR and fit it CNR a la Liang. Using cap boosters is much more sensible than trying to fit your ship to be cap stable. Pulsing the shield booster as required and keeping your capacitor between 20-30 percent is also more sensible. The CNR also provides 18 percent more DPS (a 7th launcher). Simply swapping Cap Power Relays for Ballistic Controls will increase your DPS significantly - if you have the ISK invest in Caldari Navy BCS. They're worth the ISK. Changing your rigs will help later, for the meantime leave them in as a crutch to help you overcome the fear of not being cap stable.

Essential skills to work on would be your missile damage skills: Cruise Missiles to 5, Rapid Launch to 5, Warhead Upgrades to 5. After that, look at your shield tanking skills: Shield Operation 5, Shield Management 5, Shield Compensation 5, Tactical Shield Manipulation to 4 so you can use T2 shield modules. After that, look at Energy Management and Energy Systems Operation to improve the duration of your shield boosting.

Finally, consider your drone skills: do you have Drone Interfacing to 5? Are you able to fly Warrior IIs and Valkyrie IIs?

You can also buy faction missiles to improve your damage output. It's better to spend a few hundred thousand ISK to be able to finish a mission, than to cheap out and not finish the mission, isn't it?

So here's a plan for you, follow the following steps in order:

1. Fit your ship for better DPS
2. Upgrade your ammo
3. Learn to pulse the tank and manage your capacitor properly
4. Improve missile skills
5. Improve drone skills
6. Improve shield tanking skills
