Hey CCP? Did you break Citadel Rigs yesterday?

So in the last day my reporcessing percentage dropped from 79.6 to 68.3 in the same citadel and the citadel now shows it is back down to a base yield of 50% despite having a HS, LNS, and I1 set of rigs loaded which should if memory services give a 58.24 base (as listed in the rig as it applies to nullsec)

I am not seeing rig bonuses on any ore or ice type presently.

Anyone else?
