citadel art blocking everything

So things were fine, but I log in to play today, and when things load up the citadel char. select screen art comes back up on top of everything like static station art. Doesn't change in space, ship hangar or station environment. The only way I can see anything is through another pane, so it's really not playable. I've tried running the repair tool, but it didn't solve my issue. I've linked a screenshot of what this looks like.
