Corp title incorrectly giving access to Role Management matrix

A Corp member pointed out he was able to set his and others access to hangers through the Role Management matrix even though the title he is assigned has very limited roles assigned (hanger 1 access, and starbase defence) no grant able roles anywhere, no individual role set.

When assigned this title gives members access to the role management matrix for hanger access only, other tabs are inaccessible.

I have 2 titles out of 6 that are doing this.

Creating a new title with identical role options does NOT allow access to the role management matrix.

We are only a small Corp, but should this be a wider bug in bigger corps I can see it causing issues.
