[GalFed] Villore Assembly: Resolution on Jin Mei Civil War

Attn: Federation Senate, Sang Do Authorities on Chandeille, and Citizens of the Federal Union of Gallente Prime:

I am pleased to announce that after due consideration the Villore Assembly has passed its first Resolution, the text of which can be read below. I would like to thank all those who participated in this process, particularly pilots James Syagrius and Tristan Valentina. Although they objected to some language in the final draft of the resolution, their comments and input during the process were invaluable.

Also, I must recognize the author of this resolution, and its chief advocate: Xun Yu of the Sanxing corporation. His advocacy on behalf of his people and tireless work on this resolution were inspiring to me, and set an example of civic engagement within the Federation.

Further details concerning the relief effort will be released in coming days.

First Villore Assembly

Topic: “The ongoing civil conflict on Chandeille.”

The Villore Assembly,

Reminding the Senate of the Gallente Federation, and Office of the President of the Gallente Federation of the inherent dignity, equality, and inalienable rights of all citizens of the Federation affirmed in the Federal Charter,

Recognising the unique socio-cultural circumstances of the Jin-Mei people and the exemptions and considerations afforded to them under Federal law,

Noting with pride the contributions of the Jin-Mei people to the Federation in all areas of industry, life, and arms of service,

Concerned with the ongoing civil war on the planet of Chandeille, homeworld of the Jin-Mei, that has left many millions dead and caused widespread ruin across the planet’s surface,

Deploring the ongoing inaction from both the Jin-Mei and Federal authorities to resolve this crisis,

Stressing the fact that Federation faces numerous external threats and needs internal peace and prosperity to best face these threats,

1. Encourages all relevant Jin-Mei authorities, and Sang Do, to work to resolve the civil war peacefully,

2. Requests that the Gallente Federation establish an independent commission to investigate the civil war and identify those Sang Do whose actions have been contrary to the laws of the Jin-Mei and the Federation,

3. Stresses that this commission must not take longer than 6 months in undertaking this investigation,

4. Calls for an independent capsuleer aid program to be established which will be administered via Sanxing in order to bring immediate relief to the people of Chandeille.

Allow me to express my heartfelt thanks for this resolution, and the efforts of all involved in the discussion and deliberation. We all recognise that it is not the ideal solution, but to continue to be silent upon the matter would be to give our consent to the chaos. Further I am confident that those who have stood with the future of my people, and the Federation today, will continue to stand with them in the future and continue to insist upon the restoration of harmony, benevolence, and righteousness to Tei-Su.

Further details with regards to the capsuleer relief effort will follow.

I think the Jin-Mei Civil War is probably the politest civil war in New Eden.

Since, well, it's not exactly one that's made much in the way of headlines, in the what ? 10 ? years that it's been going on.

Of course, the Jin-Mei that I've met have all been rather polite individuals.

I support this measure, particularly that time limit.

Let me know if I can help expedite the end to this civil war, I am willing to help in any way I can.

One thing worth noting, however, is that external measures are rarely effective at ending often very personal and complicated struggles, as civil wars often are. I have good confidence due to Xun Yu's close involvement that this will not be one of those toothless, outsider's declarations. A close examination of the nature of the conflict and the parties involved, and over what they are disputing will be essential in formulating any sort of plan to end the war that hopes to achieve measurable results.

Only the liberty of the individual assures the prosperity of the whole. And this foundation must be defended.

As a State Officer and Caldari I would like to note that Jin-Mei affairs are not our business, and even if the Federation is hostile to us, we are not going to intervene into internal Federal politics.

We would gladly help Jin-Mei and would consider their problems only if they would ask us ourselves and will decide to stand up to defend their independence against the Federation occupants with weapons in hands.

Also bound by my honor I won't tell what I think about this resolution, however, I would like to point out that the author, Ms. Rinai Vero is a shameless liar and gallente propagandist. Dealing with persons like Vero will bring nothing but disaster.

I don't think the Jin-Mei have the same tenuous relationship as a member state of the Federation that the Caldari had before they reclaimed independence. From my understanding, the Jin-Mei benefit immensely from membership in the Federation, contribute a great deal to the federation in return, and it's a pretty amicable relationship.

Only the liberty of the individual assures the prosperity of the whole. And this foundation must be defended.

This resolution is an important first step not only in our efforts to resolve the civil conflict on Tei-Su, but to incorporate more completely the Federal-loyalist capsuleer community into the time-honored traditions of democracy and freedom of discourse. Ms. Rinai Vero has done an exemplary job of chairing our sessions in the Villore Assembly, and Mr. Xun Yu has crafted a meaningful resolution that I hope will be a call to action amoungst the Federation's organs of government.

Other than the personal attack against me, your comments are surprisingly on topic, and therefore I'll respond.

This proposal was brought to the Assembly by Xun Yu, who volunteered to attend as a Delegate in order to offer a Jin Mei perspective to our discussions. In our initial private conversations, he told me of the concern he had for the ongoing conflict on his homeworld and I suggested that we bring up the issue to the Assembly in our first session. I don't think anyone who has met Yu could think for a moment that his actions are not motivated by genuine concern for his people.

As for the personal remarks against me, you really must learn to let go of these vendettas. What you call "gallente propaganda" and "shameless lies" are the inevitable response of your never ending personal attacks against capsuleers with much more credibility than you.

For the record, I'm not including myself. I'll let others decide on whether or not I'm credible, as the community on the IGS has overwhelmingly decided that you are not. Still, it is clear that you are capable of contributing in a worthwhile manner. If you would merely cease your never ending vendettas over years old slights, people like me would be less motivated to drag up years old examples of your own misdeeds.

The people I hear this from tend to be Jin-Mei, though, like Mr. Xun Yu. Most ethnic Gallenteans don't know much about the Jin-Mei and they don't care enough to produce propaganda even if they wanted to.

Diana, you have this bizarre habit of inserting yourself and your militant, one-dimensional worldview into things that are barely even tangentially related to your interests. The Diana Kim of the Summit is much less annoying than this zergranter form that presents itself on these forums.

Only the liberty of the individual assures the prosperity of the whole. And this foundation must be defended.

I agree the civil war needs to stop.

But should the Federation really step in? If so, how? Militarily?

I am not a gallente (luckily) and don't know what they know about Jin-Mei or not. Probably they will just want to assimilate them and make all Jin-Mei into gallenteans like they did with Mannar and any other whom we don't see as separate from Gallente bloodlines anymore.

I would recommend you read the resolution more carefully.

First, we must have a better understanding of the situation. A thorough independent investigation will reveal the facts and shed light on which local actors are at fault. Once this is known, the Federal government can then decide how best to proceed.
